Does anybody know if decay happens less on claimed land? I have noticed that the palisade that resides on my claimed land has no decay at all after a few weeks, but parts of the same palisade that are not on my claim have a bunch of decaying parts.

This is true. It takes longer for things to decay on a claim vs unclaimed.

Item decay is at the same rate on or off a claim. The majority of items don't decay at all when on a claim, though, so you'll never notice it. The items that do decay on a claim are things that are intended to only exist inside a house: cupboards, loom, anvil, etc. Those are the three that I can recall. There may be a couple of others, and I'm not even 100% sure on the anvil.

I didn't know when i made my first anvil that it had to be inside the house, so it wasn't, it was on pavement though, but it did still decay - it took about 3 months for me to notice that it had started to decay, then obviously i moved it.

Anvils are pretty durable though so it takes a while before you see th effects of decay hue set in on the anvil. Cupboards on the other hand.

I haven't really experimented with it much, but can you even build some of the things, such as kilns, smelters, houses, etc. that require paving without completely paving the entire surface they sit on? or does just the initial tile need to be paved?

you can build kilns and houses on mudflat and grassland without paving for sure, unless loftar has done some sneaky updates since then. (there was one sneaky update after swamp/water edge paving change for vaults.)

the pavement thing is only about immobile things. liftable anvil is not in that category. it just has more HP than cupboards.
