The items that do decay on a claim are things that are intended to only exist inside a house: cupboards, loom, anvil, etc. Those are the three that I can recall. There may be a couple of others, and I'm not even 100% sure on the anvil.

If it's not on pavement it will still decay, albeit slowly.
