The attack bar reduces the defense bar. If somebody has 0 defense, for example, then it does not matter if you hit with 100 attack bar or 2 attack bar, you will hit for the same amount of health damage.
Now, say your target has 20 defense bar left. You punch them with 50 attack bar, and it is barely enough to reduce their defense to 0 and deal health damage. If you, instead, hit them at 100 attack bar, you will deal more damage than you would at 50 attack bar.
If an opponent has 20% defense bar and you swing with no attack bar,
and they are standing still, you will not hit them for damage and you will not reduce their defense bar any further.
In the previous worlds, if this same instance occured and
they were moving, their defense bar would be reduced to 0 and they would take full damage. The video was probably recorded when this was true. Recently they have changed it so that your defense bar will be reduced as if your current maneuver was only using 1/4 of your unarmed combat stat in response.
