You must harvest fresh tea leaves age two to green stage, two to black leaf stage and must have harvested two dreams. The only skill the wiki lists is baking but that also implies skills to get to it.
No need to harvest them, just grab a green one and a black one off a herb table (or vendor/barter stand if you can use them in that). It can even be the same leaf. Take it off when it's green, put it back on, and finally take it off when black.

Pretty sure that would be a little less than 600 str.
How long is a damage tick? It's not hard to figure it out after that. If it's just 1 sec, you need to do 4 damage per tick to break 15 minutes, or a minimum of 625 str. If it's longer, you need to do more. I can't ever remember how long the ticks are when breaking objects.
