You can wear both. the vapntreyiu is an undergarment for heavy armors as a layer of padding both to protect the body from the armor and as a cushion for when blows hit.
Nope, but, in general,
Cutthroat Cuirass (CTC) and Steel Plate are about equal given certain quality factors and needs--plate for crafters and those idling in town as its cheaper and higher base AC without much Q, CTC for actual warriors because it's well buffed for the needs of combat, and at potential qualities, much better AC and HP than what you're likely to ever get steel to.
Bronze Plate--a stand in until you can get one of the other two, but solid enough that it works if you don't want to bother with steel (assuming you have good Q bronze available)
Chainmail Shirt--similar to bronze plate, but overall weaker. If you have iron, and thus can make wrought and steel, there's not really any point in having one of these.
Leather Armor-- the base of all starting armors
The other armor points (legs, feet, hands, head) generally only have one or two options. The helm is the only other item that has more than one real option, and everyone goes with the Dragon Helm as soon as they can get the materials to make them, a soldier's helm when you can't get it, and usually a bear cape before that.
