That's what they were saying. Softcapping the quality means that the quality of your mulberry leaves can create an effective limit on your silkworms though. Essentially, because worms lose quality when they eat lower quality leaves and they eat leaves 4 times before maturing, you can go generations without raising the quality of your worms in the slightest since natural variance allows for as much as -/+ 5 between generations.
But yes, nothing raises quality aside from mating, you are correct. =)
