Not sure. Depends entirely on what caused the shutdown. If it's an update or something it generally doesn't take very long. If it was because of a crash or somesuch then it can take a little bit before things are sorted out. If you wanted to be on the safe side, I'd say come back in an hour and it'll be pretty likely it's back up.

Make some from a log, you will need to have two blocks (logs), an axe and the carpentry skill, if near a swamp you can use leeches in the foot slots. Once you have some dried hides make bunny slippers.
No, you are not doing anything wrong, you get empty ones sometimes.

Anthills are dangerous with low UAC. So watch out. Get a little UAC and you can raid with ease and get nice curios. Highly recommended for a new player.

Running away works until you get your UAC up. UAC is faster. You can hide the trees with the new clients or with default you can go behind it and it will highlight the hidden objects. (outlined in yellow) Hope it helps. With modded clients you click trees in options menu and then ctrl + h.
