It's alwas been survival and tool q for me.
Soil quality of the area determines the quality of Four-leaf clovers and is softcapped by Survival.
The quality of the wool or milk obtained is equal to the quality of the clover used to feed the animal though sheared wool is softcapped by the quality of the sharp tool and the shearing character's Dexterity.

(22+13)/2 = 17.5
(20+1)/2 = 10.5
(20+2)/2 = 11
So you had 2 or 3 survival on the other char?
I guess it's capped by survival, dex and tool q.

I had a q100+ axe q20 clover, 54 dex, and got 11 wool.
Another char had q100 axe, 22 clover, 13 dex, and got 17 wool.
Thanks ZZ

Yeah I think you got it, the char with 54 dex did only have 1 survival (shes used for sewing). I'll test it out soon, thanks for your and everyone's help.

P.S. The discussion on wool http://ringofbrodgar.com/wiki/Talk:Wool still makes it look like there is something else softcapping.
