Happiness does nothing at the moment

A friend of mine cannot invite neither me not my other friend to his village, and another village cannot invite us as well. I've never been in a village before, and new characters are unable to join the village as well. What are we missing?

You must be on the same level, If the lawspeaker is in a cave, you must be in a cave, same for if you are on the surface they must be on the surface.
Then just party up and invite by clicking your color in the party.

I can't seem to oath someone, I partied him and when I click on oath and then on his portrait (which is a ? mark) nothing happens.
What could be causing this?

I asked him if he had an idol and he said no so I'm a bit clueless.
