The only way it would would be if you happen to be taking the leaves/branches at the time when the tree tries to grow, then you would be in it's way and would stunt the growth

Sometimes they grow, other times they don't. I think it might have something to do with which stage they're stunted at.

A truly stunted tree never seems to grow to the next level.

The thing it, If what I have read about this was correct, is that a tree needs to be blocked from growing to the next level more than one time to become truly stunted.

No, the quality of metal does not matter for construction, so wallgrade metal is considered metal that's really low quality and therefore is not useful for anything other than building a wall.
