No, the quality of metal does not matter for construction, so wallgrade metal is considered metal that's really low quality and therefore is not useful for anything other than building a wall.

Not having a home means that you can't quality grind things such as crops, cheese, metals, cattle, leather, or wood. You'd also be unable to produce your own steel and you wouldn't have anywhere safe to hide your hearthfire in the event that you commit criminal acts.
