How is it decided who gets to use a crossroad, one on a village claim with over 50k AP?

You can only teleport FROM a crossroad if it is on village claimed ground (fairly certain it'S doable on low auth). Should the village idol be destroyed, the crossroads will cease being usable. Anybody can teleport using CRs, without criminal acts or scents.
You can teleport TO a crossroads as long as it isn't broken. This means a CR on unclaimed ground (due to destroyed banner/statue/idol) can still be teleported to.
