and i still cant figure out how to perform that move. and yes both of me hands are empty.

combat intensity has to be under 4 or whatever

You can only use it within the first 8 actions in combat, essentially. Unless you have some means of reducing the combat intensity of battle, such as Consume the Flames or Evil Eye. It seems like every action increases combat intensity by 0.5.
