Clay Quality

i recently found a dessert type area with quality 43 clay but it seems that the more i use it the lower it is getting. I just want to know:
1)Will it eventually run out?
2)Will the quality ever go back up?
3)Is there anyway to stop the quality from dropping?

1) I think so, not sure.
2) Yes, with time. It's fairly slow.
3) Don't harvest faster than it regenerates.
