Honey quality

I've noticed that I've been getting very crappy honey from what I believed to be semi-decent beehives. From my good wheat and poppies I get around quality 26, but from my random "public crops" I just got quality 3. Does the quality of the crops affect the quality of the honey?

IIRC I'm pretty sure the crops affect it, just move your public crops really far from its radius, or just get rid of it.
