No HF and SummonKill

How can someone be summnoned if he does not have a HF? Just anywhere?

If a perpetrator has no hearth-fire, they can be summoned anywhere. Just left click the scent to take it and right click anywhere on the ground.

Note: Assault and trespass are non-summonable.
If you keep focusing on the shadow behind, you will not see the light in front of you.
