With Exploration 1 and Perception 10 (Starting stats), you can begin seeing Taproot which can be used as string. It'll look like a brown root on the ground and if you look around for it, you'll find it. You don't need to convert it or do anything to it, it automatically counts as string. Attach that to your fishing rod along with the hook and you're nearly complete. The final step to finishing the rod is to find bait. You can gather a stone from a rock, get a block from a tree, or dig in the ground to find bait. Worms, Woodfish, and Stone lures are the easiest lures to produce but there are more you'll have access to later.
Once you have everything, you'll need to find somewhere with fish jumping out of the water. The entire area has fish, not just the individual locations with fish jumping up. Settle down in a boat or on the shore to and use the Adventure > Fish to begin fishing.

I could be wrong, but I don't think you're at a real fishing spot. Go to somewhere where there are fish and try exactly where they jump.
