Am i just really unlucky? I cannot find WWWs!

I have 7 exploration and 12 perception. I have explored the ENTIRE area available to me on foot for wild wind sown seeds. I even made a boat and checked a few islands. Are they just not in forest terrain?

There's plenty of them in forests, but your perception*exploration are just barely enough to see them - keep looking and raise that total to around 200 and you'll be wishing there wasn't so many of the damn things.

Do foragable goods respawn and despawn? As in, could i see a spindly tap root and ignore it, than the next day notice that is not here and spot a wild windsown weed in a place that i already checked even though i did not raise perception/exploration?

Yes, they disappear and reappear all the time, although I don't know exact times and/or triggers, plus you get a roll to notice each herb when approaching it (Not sure when exactly. Entering and exiting a house triggers this), so you may come by a herb and miss it, only to spot it next time you walk by that area.
