This is subjective to three things: what is the attacker's equipments, how many are there, and what attack pattern do they use.
For those wearing bronze gear, bear cape, druid helm, hirdsman helm, militia sword, chain shirt, no vapntreiyu, steel helmet. I would stand ground and fight. If there are multiple of these enemies, I would need to see what moves set are they using. If they aren't trying to gain advantage or even defense, I would attempt to try to eliminate one first. Hopefully the death of one will make them scatter.
For those wearing dragon helmet, soldier sword, plate armor, ranger boots, merchant robe, I would stand and fight if there is one. This is where observing attack pattern of an individual as well as the first strike is important. Also note how much defense does the first sting do. Even skilled enemies will take 40% with sting and 70% with valor. Now if they don't try to gain advantage or even defense, I defeat them. If they do and take more a good amount of defense with their abilities, I need to check there pattern. If they exhibit strong PvP knowledge and are good deal stronger, I retreat. I also retreat if there are multiple enemies. Note: the difference between steel helm and dragon helm is not huge but dragon helm means they probably have thanes as well.
