I dont see any people. In website write there are playing 261 people. WTF?!

That's just mean you don't have any people on your kin list. When you meet someone, you can kin them so you can chat whenever you're both online, regardless where you are. You can also kin people via hearth secret, I think those boxes are self explanatory.
