can't catch anything

people say bait always catches a fish, I've used a pinecone plug and an earthworm a TON of times I can't catch anything, what am I doing wrong?

those are lures. bait is earthworms, leeches, silkworm moths, and intestines

Baits are the one that will always catch a fish on the first attempt but it consumed when it does which makes you replace on the fishing pole with another bait or...
Lures are the ones that only grants a chance to catch a fish but remains unless the bait is lost (like the fishing line or hook).

pinecone plug AND earthworms

earthworms are what I used first after 15 min of nothing I made a pinecone plug. I still had my earthworm when I switched it for a pinecone plug. and no fish

I've also took everything out of my inventory to be 100% sure there was enough space and I walked very far down the river to a couple of places where it pools like lakes

You also need to catch fish at a fish source which you should recognize by the animation of fishes jumping from the water.
