Giant Town with a Red Skull on it?

So, from the saftey of my boat, I see a giant town with a red skull on it. I also have a map of it that I loot- Borrowed from a house I found. Is this town safe?

The red skull means it's a village.
Some villages are nice, some villages are evil.

Hit the Red Banner icon near your minimap to display village claim territory. Go outside the territory, land the boat, and walk into the marked territory. This will display the village name. Those red skull marks are simply a built Idol location.
