Bears run away if you hit them too hard. If they are still aggressive when their eyes turn into fireballs, then they are past the point of running. I don't hunt bears too much once I started hiting 100+ on them because they always run away after a 2-3 hits if I'm in a secure location (and I'm not strong enough to take an open attack for more than a few rounds).
