Any way to deconstruct a partially constructed object?

IE, to remove objects from the construction sign, or at least destroy the sign.

Preferably without letting a bear into my enclosure.

As long as the items haven't been built into the construction, you can simply shift+click them back into your inventory. Otherwise, Adventure>Destroy should work on any signpost.
