Village Claim not connected to an Idol

I have seen this a few times. I see a piece of land with a village claim over it, but without an actual Village Idol. I always had wondered how they did it. I found one under the name of Sodom (It was a mine) quite a fair distance from the actual city. Did they just create a train of banners, then remove the excess? Anyone want to confirm this or provide an explanation?

Yes, though sometimes the village idol just decay from being abandoned, and all that remains are banners.

Thank you. Now I realize why the major factions trade large amounts of linen cloths. Always thought it went to mass crafting, but this makes much more sense.
