I traveled to constantinople to get a road sign. but I can't find where I could get it. I wonder how can i get a road sign of constantinople. please answer me TT

Constaninopoles lawspeaker must give you one and you must be the lawspeaker of your village to attach it

Than how can I contact to constantinoples lawspeaker? Is only lawspeaker of another village can attach it? not cheftain?
