You will need the skill Prospecting. Then you will need high perc*exp and you will need to find rustroot and make rustroot extract, and then prospect for a mine. Altough i don't think there are any unbuild mines outta here nowadays...

There are quite a few unbuilt mines still, actually. I used to be able to find mines all the time. You just have to know where to look.

I suggest that you search in caves by using the prospecting skill. When you are within a few tiles of the "hot spot" where the mine is located, it will have your character walk to it automatically and put down a build sign. Just be sure to have a block of wood with you when prospecting so you can put it in the sign and leave without the sign vanishing.
