What are the chances of finding a mine these days?

Depends. In the inner rim and populated areas, the generally accepted chances are well near 0.
In caves, a more decent amount, but you need a really big cave to find a mine in it (more tunnels=more chances).
In the outer rim, people think you have a higher chance than you do in the inner areas. It's true, and I know people who've found them before just last month or so, but keep in mind that the VAST MAJORITY of mines in World 3 are discovered. Also, it will take a while before you can get enough rustroot to make a large amount of extract. You see all of them at per x exp 2000.
