Claiming a previous villages flags

if a villege claim was destroyed but there is still flags can a new claim be made to take back my flags?

I am not very sure what you mean. But I don't think you can destroy a village claim without the creators doing.

the actual claim like the big skull looking thing is gone but all of the flags are still there and i want to re form the villege

build the village again, when you right click the flags they will turn into 25 linen cloths q1

You can't claim the banners of a village whose idol is gone. Can't even build authority objects (including a new idol) too near to them. Just destroy the banners.
