does charterstone warp depend on TW?

title says it all, i've never messed with em before but is traveling to a charterstone dependent on TW? thanks

I believe all warping gives TW. Warping to hearth/village/wilderness can be done at any level of TW, with village and wilderness only being options if the previous options are not available.

Can you warp to a charter stone if you have no hearthfire nor village even if it will go above 100% travelweariness? Also, slightly offtopic, but do charterstones work if the village they are built on is destroyed?
