Build->Construction->Cellar.

This consumes some lumber and a bar of cast iron, and must be built in a cabin.

Then equip a pickaxe and right-click on the trapdoor to gradually remove a boulder. Do this sixteen times.

****YOU has gained Cellar!****

There should probably a page with that on the wiki.
