Reowning land, rebuilding village claim

Hi, i removed old v.claim, and want to build new one ont the same place (old lawspeaker is gone).
But it said «land is already ruled»

Chould i destroy banners too (they still claiming territory)? Or should i just wait? Is authority still exist without village claim?

Yes, all banners and statues belonging to the old claim need to be destroyed as well.

Even if it is my village and i have chief`s password?
Chief can`t build claim again.
