Bow aiming speed

I have 23 perception and 16 marksmanship with quality 23 bow. My friend has 19 marksmanship and 10 perception with quality 10 bow. It takes me like forever to get 70-80% accuracy with the bow, but he says it only takes him about 10-20 seconds. Is he lying or does 2 marksmanship points and lower quality bow help that much?

... You need better arrows. Q 20+ is good. Get a better bow as well. The quality of the bow and arrow affects your MM.

Wait so it does affect aiming speed? So the higher Q the faster aiming?
