A few questions

1) What is the "Hird"? I have a hirdsmans cape but I can't wear it.
2) Do trees grow back from stumps or not?
3) How do you pick up animals like rats/rabbits?

1) It's an office like lawspeaker, I think. Not sure though.
2) No.
3) Right click. The interface may mess up sometimes, so you might try it a bunch of times.

3) As ArPharazon says, but note that you need the Hunting skill, as well.

To expound a bit;

1) The Hird are (presumably) something like the military officers of a village. You'll need to have the Chieftain (I don't think the Lawspeaker can do it; could be wrong) make you a Hirdsman to be able to use their gear. There's also a usable skill or two that the Chieftain can use to fiddle with the Hird.

2) No, trees don't regrow from stumps. You'll need to refer to the Tree Replanting topic. Apple cores and mulberries work just like fir cones, by the by.
