Prospect, and build a mine closest to the highest concentration it seems. You can build a mine anywhere, although I don't know what you'll find if there's no minerals.

Huh, what do you mean? So now you can just build a mine everywhere but you won't get minerals out of it?

Nope, i believe its anywhere and the price is OP

To find minerals, yes, to build mine, no. But mines are hella harder to build.
