I heard that now their quality does not affect they damage,is it true? If it is,what damage it deal now?

You heard wrong. Quality effects damage, and your MM effects accuracy.

I just learned that sling quality does not effect the damage. Q doesn't matter for slings. All that matters is MM.

Jorb and loftar never said anything about quality mattering again for damage. Aim speed with a sling is still determined by MM (up to 2x the sling quality) and damage is still affected by perception.
