How do you build a well?

Hello. How do I build a well? It says "You can only build a well where there is water" but I don't know where water is -.-

Build a dowsing rod. Wander around with it equipped. (It takes both hands.) Red circles with pie wedges will flash to hint what direction to go in. Eventually you will spot a tile which is blue. This is where you can build a well.
