Step 1:
Get a group of people to play with because you won't be able to run a village on your own. Make sure to start looking for higher quality items as soon as possible. (Mines serve well)
Step 2:
Get enough LP for a person to get the lawspeaking skill. (You should also be strong enough to get deers and bears) Then start building your idol ASAP because the idols take a 24h cool down and MAKE SURE you mark the time so the next day you can be on at that exact time so no one can sneak in and claim the village as their own.So it is a good idea to claim it with A personal claim and if you want start palisading it but I would not because then you have to give everyone a key and if you have good enough protection then you should be fine.
When the idol is ready: You can have up to 6 founding fathers in which the idol has to have 30k LP to activate so you can split it by 5 for 6k LP each. Founding fathers has no affect besides the first person to activate it who becomes lawspeaker. All other founding fathers become villagers.
Lawspeakers can dissolve other personal claims with enough authority, allow other people to become villagers, build goverment items, name a chieftain, and makes you the leader of the village!

New teleportation: You can now teleport to the village but it will take more TW then to travel to your hearth.
Now that you have a village up, now what?
Well this is where the fun begins. First let me explain the authority bar. You need authority to kick out players, name hirdsmen, call hirdsmen, rouse the rabble, dissolve personal claims, and to keep your village up and running. To get Authority you need those villagers you recruited to get LP. With people getting LP the Authority will go up. You also need Authority to expand. The more banners you have and the more statues you have the more Authority it will drain every day.
As you expand you want more villagers to upkeep the village. I suggest make a recruitment topic with everything your looking for in a villager on the dwarves and thieves section. Posting screenshots may help depending how far you are. Quick Tip= Don't give away your location to anyone and don't post pics or let anyone into your village without 3 things. 1. A protected establishment 2. A village layout 3. Your natural resource is defended.
Villager tip: Keep all the villagers you recruit kinned so you can exile them at any time. This is a perfect place to use the color coding system.
Of course you may not be able to handle all of this alone so thats where your right hand man comes in. Yes the chieftain (Requires 25 charisma):
The chieftain can build village items, allow people to join the village, call of the hird, dissolve the hird, name hirdsmen, and rouse the rabble.
Call of the hird- Summons your hirdsmen to your location for the cost of 50,000 authority points.
Dissolve the hird- Makes all hirdsmen villagers (Do this only when military fails or you want a new military)
Name a hirdsmen- Names a hirdsmen (Uses Authority)
Rouse the rabble- Lets you restore stamina of a hirdsmen for the cost of village authority
How to choose your chieftain (Tip): Try to pick a person who sticked with you since the beginning or better yet a real life friend because chieftains can be the worst betrayers in your village.
Building crossroads: When you build crossroads you can place them anywhere on your village claim. They serve as teleportation devices so you can get from place to place in your own villager or to someone else's village. This is useful for trade. Only chieftains and lawspeakers can build this and take signs from them. Connect signs by taking one and right clicking another crossroad and press connect. Now you can teleport between those two places!
Now I have a built up wall and a military and a steady flow of villagers so now what?
Well you can now go out and start taking over or just looking for more places to control. Go look for a iron, silver, or gold mine. Go find more high q node spots.
FAQ:
Can I resign being a lawspeaker?
-Yes you right click the idol and click resign as lawspeaker. The first person (with lawspeaking skill) that right clicks it and chooses becomes lawspeaker will be the lawspeaker. You will not leave the village but will stay as a villager.
How do i exile someone offline?
-Hopefully you got them kined and all you have to do is look em up and press exile. You can also click on their HF.
Im too far away to travel to my new village what do I do?
-Well if your HF is close by you can destroy it to teleport at ease but if not ur gonna have to either drink wine or travel there on foot. (need AGI)
My chieftain betrayed me what do I do???
-Well you should have listened to my tip. Most you can do is exile him and his whole military (if they are along with him). Depends on the situation*
