In a cave, and i can't build a mine, WTH? Any reasons that are logical?

User has been warned for this post. Repeatedly opening threads containing qiestions regarding game mechanics in the Inn. Please use the "How do I?" forum for this.

You can build in a cave, you just need to pave it.

I assumed this was only for houses, apparantly it's for mines too. :roll:
