Question on Village Mechanics

If a user is on a Lawspeaker's Kin List, can that Lawspeaker add that user to the village, thus letting the user to teleport to the village claim?

I am also interested to know this, but it might not be a convenient way to travel if you intend to remove the person from the village, as it costs to get rid, and it costs to have leave.
