Exactly. So both guys with tin and copper receive bronze inplace of their bars 1:1 - looks fair for me.

why not just trade tin:copper 1:1 then?
tin seems the most common metal, from my experience in this world and last world. trade rate for tin:copper should be between 1.5:1 and 1:1. you could possibly get 2:1 if someone with tin is desperate for copper. soft metals are not really very useful.
