Board quality

My understanding is that board quality is sqrt(lumberQ*sawQ), softcapped by carpentry. Is it known if this is precisely accurate? I've recently seen some cases of boards of very slightly lower quality than this, the weirdest being when raising my carpentry from 20 to 21 raised the quality boards i made with a Q43 saw from 19 to 20.
