At half of that value you first begin to see them, and at twice that value you will see them all. Thus if you can figure out what perception ability is required to start seeing the highest value forageables, and multiply it by four, you'll be able to figure out where to stop.
Seems 5,000 would be the "all" value for blood stern, but... it's blood stern. Around 3,200 for mussels. 3,520 for all feldspar.
Seems a good value to shoot for would be around 3,500. That'll let you see all of everything except for blood stern, which is barely used for anything.

So, figure out how much (chance of incl.) you would like to see right now, or the very near future and add LP to Exploration. Your perception stat will grow over time and therefore, so will the result of Per * Expl. Rather focus on investing LP in the core stats of the toon you are trying to build up.
This goes for foragables. If the current scent detection mechanic gets a revamp, it would be worthwhile investing more into exploration over time in order to detect scents.
