Arboreal Regrowth

Does anyone know how long it takes for the branches, boughs, et cetera to grow back on a tree?

Whenever a decay hit ticks on that trees tile, everything on it refreshes. So basically it's random.

Is it true that nothing on claims decay? I'd heard that, and that would be inconvenient for trees on the claim...

Yeah, that nice update back in W3 stopped claim decay.

Obviously trees aren't affected by this...

It's for immobile objects. Things like looms and meat grinders still decay.

Many liftables don't decay on claimed paved ground. Notable examples are all containers except cupboards, boats, hives, wagons, etc. Anvil, loom, spinning wheel, cauldron, meat grinder, cupboards, and trees still decay outside regardless.
