I see that it is weighted 1.25% of your melee combat.. well what does that mean?

it blocks damage from incomming attacks at 1.25% of your melee rate, right? i'm not sure

Not 1.25%, just 1.25, that is a shield blocks as if your melee was 25% higher than it really is. They would suck if their weight was just 1.25% of your melee
