Smithing q

Another newbie thread. I also tried to find but nothing came...

My smithing: 30
My str: 118

Sqrt ( str * smithing) = 59

My anvil ql = 25
My hammer ql = 25
My metal bars ql = 25
Branch ql = 14

Ql of pickaxe I made = 21 -> WHY? Shouldn't it be 22? (25+25+25+25+14)/5 = 22,80 = 22

What else affects ql of crafted metal goods?

educated guess:

(25+14)/2) = 19 base q for pickaxe, (average of bar q + branch q)/2

then either:

(19 * 4 + 25)/5 = 20 effect of hammer
(20 * 4 + 25)/5 = 21 effect of anvil

or:

(19 *4 + 25 + 25)/6 = 21 effect of hammer and anvil

Hm... so seems that branch q plays bigger role. Thx anyway for help.

Pretty sure I recall a post by Loftar saying that when tools are involved they tend to be quarter weighted. Although in this case that'd give you 20.6.
