Force summoning an online char?

I found some theft scents in my house and I want to summon the person. It says he is online but he also doesn't have a hearth fire. I tried summoning him to an alts fire but it said "You cannot summon people there." Then I tried just summoning anywhere and it says, "The perpetrator cannot be summoned." Can I only summon someone who is offline?

Yes, they must be offline.
Come back two hours earlier.

It'll be alot easier to kill when he's offline lol, so I don't see what the problem is.
