Cannot Shoot Arrows (I Read the Tutorial)

So based on what I have read you have to accomplish the following to shoot arrows at animals...

1.) Equip a wood bow. (done it is equipped and my character is holding it with two hands)
2.) You must have arrows on hand (Done. I have a quiver with 27 stone arrows in my main inventory. It's not equipped but it is sitting in my inventory.)
3.) Find an animal. (OK saw a fox and I'm ready to fire away.)
4.) Left click the "Shoot" icon that looks like a bow an arrow. (Yep did that and now my cursor has become an arrow. So far so good.)
5.) Left lick on the prey which will supposedly bring up the "aiming" icon and a bar will fill. (Here's where my problem comes in. I left click on the fox and nothing. Arrow becomes normal cursor again.) Tried right clicking on the fox with the arrow and still nothing. Tried holding the button in and still nothing.

Basically I've tried every combination of buttons to get my guy to shoot an arrow or get the aiming thing to show up at this fox and nothing is happening. What am I doing wrong here?

You need to equip the quiver in your inventory, removing backpacks first.
