Chieftain Issues

I've run into a problem and can't find a solution to it. I am the law speaker of my village, and I am attempting to appoint a chieftain. He has over 25 charisma (only with a bear talisman equipped), but when I click on the "Appoint a Chieftain" and then click on him, the icon disappears and nothing happens. If i try to use it on anyone else, it says that they don't have enough charisma to be appointed chieftain.

So my question is, is anything required for someone to be named a chieftain? and if not, any ideas what my problem is?
