Mine Hole

Why would I get a "You cannot build that there" when trying to place a mine hole? it says there is copper below......

You need to pave the ground where you want to build a minehole. It's a 3x3 object, so pave a 3x3 area and build the mine on that. This is true for all constructions on forest tiles.

You weren't on forest tiles then. You can build them without paving on grassland and maybe mountains and mudflats -- not sure.
