If your mine is inside your city, there shouldn't be any problem unless someone else took the time to mine all the way up to you.
If it's not, a personal claim also works (just place it at the entrance, it should provide safety towards all layers, not sure though)

Personal claim over entrance does not work anymore, as the underground layers are independent. So only personal/village claims inside the mine are securing the place. Basically the same system no matter which level you are.
Only houses are now protected via personal claim over the entrance.

Could a statue of the chieftan be used to get the village down to the mining layer/s?

In other words, if you want to secure upper all the way down to layer 10, you'd need a personal claim, a village, and 9 more people with a personal claim?

Yes. You'd also need to build an underground brickwall around the borders of each village if you want to stop underground raiders digging into the village and killing your miners/vandalizing stuff on that specific level.

wait so you need a tiny personal claim at the entrance, then a very large village claim at level 1, then large personal claims at every level under you that you want to protect?
